NEW MISSION.
Police Sergeant Glenn Cowan took an oath to protect and serve the people of Harris County and has faithfully served in law enforcement for nearly two decades. As an experienced police supervisor and jail supervisor, he's ready to take the same oath, but with a new mission: stop dangerous policies that are threatening the future of Harris County and restore hope for a prosperous future.
As a police supervisor, he is also an experienced hostage negotiator, field trainer and has assisted the Chicago Police Department in selecting candidates for promotion. Due to his passion for modern and effective criminal justice, he is enrolled as a Ph.D. student in criminal justice to advance policing into the middle of the 21st century.
Born in Baytown and raised in Crosby, Texas, Sergeant Cowan sees Harris County deteriorating from the community he grew up in and wants to see change. In order to build a stronger community, he has stepped up to the challenge of making Harris County a world-class example of safety for all residents.
